Advancement Progress
District Advancement Goals
The unit’s program must provide advancement opportunities. By participating in the unit program, the Scout will meet the requirements for rank advancement.
Cub Scouts: It is the goal of this district that each Cub Scout advance one rank each year. Even though the Webelos Scouts are in their Dens for 1-1/2 years they are expected to earn the Webelos Badge and Arrow of Light.
Boy Scouts: It is the goal of this district that each Boy Scout advance one rank each year. We believe this is attainable if you consider that each new Scout is expected to advance to the rank of First Class in his first year as a Scout. Once First Class is achieved it is anticipated that each Scout should be able to earn enough merit badges to advance at least one rank every 18 months. Which should average about one rank per Scout in the Troop each year.
Quality Unit: In order to achieve Quality Unit status the Pack and Troop is required to advance 60% of their Scouts one rank during the year, we think this can be bettered.
District Advancement Report
The District Advancement Committee reviews the advancement progress of the units and prepares a quarterly advancement report based on the advancement information submitted by each unit.
The information used to determine the ratings is taken from the Advancement Reports submitted by the unit when acquiring badges and awards. The staff at the Bay Lakes Council Center for Scouting enters information into ScoutNet, the BSA’s computerized information system. The alternative is for units to enter the information themselves directly into ScoutNet. More discussion on this is covered in “The Paper (Computer) Trail” section of these guidelines.
Units will be placed in one of three categories:
- Category 1 – Good Advancement (Green), units with a rating 70% and greater.
- Category 2 – Some Advancement (Yellow), units with a rating between 50% and 69%.
- Category 3 – Poor Advancement (Red), units with a rating below 49%.
It is anticipated that Category 3 units may be visited by members of the advancement staff to provide assistance in reviewing their advancement programs.
